History of the Consortium Model
In 2005, the Department of Health (DOH), (formerly the Department of Human Services-DHS) addressed challenges in training and recruitment of junior medical staff by proposing the organisation of Victorian public health services into consortia for the purposes of basic physician training.
Bayside-Peninsula Consortium is one of five consortia established by DHS, commencing from 2006.
The other four consortia are:
- Greater Western Basic Physician Training Consortium
- Central North West Consortium
- Greater South Eastern Consortium
- Compass Six
All Victorian hospitals with accredited physician training posts have been allocated to one of the consortia.
The training consortia share the responsibility for training across all constituent hospitals, to both improve the quality of training at all sites and support trainees to develop a well-rounded basic training experience.
As one of five consortia, the Bayside-Peninsula Consortium shares the responsibility for training across all constituent hospitals, supporting trainees by ensuring that quality of training across all sites is of the highest standard and developing optimal preparation through both formal instruction and on-the-job training for the Part 1 Fellowship examination of the Royal Australasian College of Physicians (RACP).
The physician training program is co-ordinated amongst all sites where there are physician trainees. All BPTs should feel they are an integral part of the training program and become actively involved in training activities wherever their rotations are within the Consortium.
The two principal hospitals in the Consortium are The Alfred and Frankston Hospital. Both are designated by the Royal Australasian College of Physicians (RACP) as Level 3 training hospitals (the highest rating provided in relation to physician training).
Basic trainees are appointed to specific posts in both hospitals and are in turn rotated to other hospitals within the Consortium.

Alfred Health is the main provider of health services to people living in the inner south-east suburbs of Melbourne and a major provider of specialist statewide services to the people of Victoria. These services are provided across the continuum of care from ambulatory, to inpatient and home and community based services.
Alfred Health services are provided from the following three campuses – The Alfred, Caulfield and Sandringham Hospitals.
The Alfred’s state-wide services include bone marrow, heart and lung transplantation, cystic fibrosis, burns, HIV/AIDS, haemophilia, sexual health, hyperbaric medicine and trauma services. All adult medicine specialties are offered with the exception of obstetrics and gynaecology.
The Alfred is well equipped to provide excellent training of junior physicians, having been actively involved in this over many years. The range of specialties with accredited junior medical staff positions encompasses all those recommended by the Royal Australasian College of Physicians (RACP). The tutorial program provides comprehensive preparation for the written and clinical examinations. Activities specifically directed towards professional development are gaining an increasing profile and the library is one of the best-resourced in Victoria. There is access to Up-To-Date via most hospital computers. The Division of Medicine includes a large number of consultants experienced in preparation of candidates for both written and clinical components of the RACP examination.
The Alfred is classified by the RACP as a Level 3 training hospital.
Alfred Health employs approximately 75 BPTs every year – 25 at each level (BPT1, BPT2 and BPT3).
BPTs rotate from Alfred Health to Frankston Hospital (2 per term), Goulburn Valley Base Hospital (2 per term), Mildura Base Hospital (4 per term), Calvary Health Care Bethlehem Neurology (1 per term) and Cabrini Hospital Malvern (1 per term).
Where possible rotations are planned to ensure that BPTs sitting FRACP exams are rotating within Alfred Health and have ready access to the FRACP program.

The general medical unit at Caulfield admits patients directly from The Alfred’s Emergency Department and the Rapid/Acute Assessment Unit, which is an in-patient unit at Alfred Hospital attached to the General Medical Unit. There is no Emergency Department at the Caulfield campus. It is considered that Caulfield’s general medical beds function as an extension of The Alfred’s General Medical Unit.
Trainees rotate on the BPT1 roster to Aged Care and Rehabilitation Medicine, and on the BPT2 and 3 rosters to Neurology-Rehabilitation, Aged Care and General Medicine at Caulfield Hospital.
The general medical unit at Sandringham Hospital admits patients directly from The Sandringham Emergency Department and accepts transfers from Alfred Hospital’s Emergency and General Medical Unit.
Trainees rotate on the BPT2 and BPT3 rosters to the General Medical Unit at Sandringham.
Sandringham is classified by the College as a Level 1 hospital attached to The Alfred.
Peninsula Health is the major health care provider serving the metropolitan areas on Victoria’s Mornington Peninsula, 50 kilometres south-east of Melbourne.
Peninsula Health comprises a network of over 800 beds, with acute facilities having 380 beds on two sites, Frankston and Rosebud (70 beds). The remainder are sub-acute beds over three different sites.
BPTs currently rotate through acute medical units at Frankston, Rosebud Hospital, and sub-acute Units at Golf Links, Mornington and Rosebud.
Peninsula Health employs approximately 36 BPTs every year across all BPT levels (1, 2, 3). BPTs have the opportunity to rotate to Alfred Health and are part of the Consortium programs.
There is a mix of specialty and general medical units offering BPT rotations as follows: Cardiology, Respiratory Medicine, Endocrinology, Gastroenterology, Neurology, Renal Medicine, Infectious Diseases, Haematology/Oncology, Intensive Care, General Medicine, Perioperative Medicine, Musculoskeletal and Acute Care of the Elderly.
The library offers a full range of electronic journals and the hospitals are networked for Up-To-Date.
Frankston Hospital is classified by the RACP as a Level 3 training hospital and rotates 2 BPTs each term to Alfred Health and 1 BPT each term to Goulburn Valley Health, and now also Mildura Base Hospitral.
BPTs rotate to the General Medicine Unit at Rosebud under the supervision of general and medical consultants.
BPTs are exposed to sub-acute (GEM) aged care medicine.

Goulburn Valley Health is a 280 bed acute and extended care facility based in Shepparton, two hours drive north of Melbourne via freeway. It provides a range of acute, aged, primary health and community support services to clients in northern Victorian and southern New South Wales and caters for a culturally diverse, growing and ageing sub-regional population of 160,000.
Goulburn Valley Health provides surgical, medical, paediatric, obstetrics and gynaecology, intensive care and psychiatry services as well as extended care and regional services.
Goulburn Valley Health is affiliated with Melbourne University.
BPT 2s and 3s rotate through the general medical units with 2 BPTs from Alfred Health and 1 from GVH rotating 3 monthly.
Mildura is located in North-West Victoria on the Murray River approximately 600kms from Melbourne and 380kms from Adelaide. The region has several daily air services from Mildura to Melbourne and Adelaide taking approximately 1 hour.
Mildura Base Hospital is a 146 bed (level 1) tertiary teaching hospital.
Mildura Base Hospital provides public hospital services on behalf of the Victorian Government to the Community of Mildura and the Sunraysia District.
The hospital provides a range of acute services including Emergency, Maternity, Intensive Care, General Medicine and Surgery, Medical Imaging, Pathology, Dialysis, Mental Health (inpatient and community services) and a range of ambulatory services.
Mildura Base Hospital is affiliated with Monash and La Trobe Universities for the provision of undergraduate and postgraduate Medical, Nursing and Allied Health education. Affiliations also exist with other universities for clinical placement and training.
5 BPT 2s and/or 3s rotate to the Mildura Base Hospital General Medical Units 3 monthly.
CHCB is recognised as a provider of specialist palliative care and a state-wide specialist in progressive neurology, in particular Motor Neurone Disease, Huntington’s disease and advanced Multiple Sclerosis.
BPT2s based at Alfred Health rotate to the Neurology unit at Bethlehem.
A 22-bed specialist palliative care hospital offering a wide range of services including medical support, nursing, pastoral care, counselling and physiotherapy.
There is one BPT2 position sent on secondment to this hospital per rotation.
Consortium Management Committee
Each consortium is governed by its own Consortium Management Committee (CMC) consisting of representatives of member health services and the Consortium’s Secretariat.
The purpose of the CMC is to:
- Provide due governance of funds distributed by the Department of Health to administer the Consortium
- Provide all basic physician trainees with training that meets the RACP clinical training requirements
- Ensure equity in workforce needs of all constituent hospitals
- Resolve grievances
- Foster collaboration across and between training sites
The Bayside-Peninsula BPT Consortium’s CMC meets four times a year, with agendas covering a range of administrative, training, governance and financial issues. The CMC is attended by hospital Directors of Physician Training (DPTs), Directors of Medical Services (DMSs), Hospital Medical Officer (HMO) Managers, and other support and administrative staff.
The Bayside-Peninsula BPT Consortium secretariat is based at The Alfred Hospital and consists of the two co-Directors of Physician Training and an Administrator.
